Guestworker programs target agricultural laborers, but for every field hand who comes across, ten illegal migrants head straight for the restaurants of America. The service sector is the largest employer of the undocumented. During the '90s a quarter of a million Mexicans settled in New York City, where there are few tomato and mellon fields.
