The Border Patrol, and other law enforcement agencies, are directed to stop this flow of illegal entry. However, there is only a token attempt made to punish anyone for hiring undocumented workers.
In 2001 there were only 13 fines levied against employers for Immigration-law violations*. In 2000 there were 187. The number of fines has been steadily decreasing over the last ten years. If this migrant labor were made legal, employers would have to pay more than they do at present, and so would we, particularly for our food.
