As Operation Gatekeeper reduced unauthorized crossings in the San Diego-Tijuana urban interface, more migrants attempted crossings in the rugged upper watershed where temperatures are more extreme in winter and summer. The sign reads "Careful! Do not expose yourself to the elements. It is not worth the risk! Please be careful with fire."
